Draft: Add model metadata to the stacked GLQL bar list

What does this MR do and why?

POC for the model metadata treatment on the Spend tab's "Credits by model, by capability" panel, per the approved design: vendor mark, display name, exact hosting provider, Default and Self-hosted badges, and an Unknown catch-all row for unattributable usage. Opt-in per panel via modelMeta: true under displayConfig; nothing in-product enables it yet.

How each row resolves, all at render time from live data:

• Display name, provider, and the Default badge come from aiChatAvailableModels, matched by gateway ref, provider-stripped name, or normalized resolved model id (Bedrock ids prefer the _bedrock ref).
• Self-hosted models match aiSelfHostedModels by name or family; their configured name becomes the row label.
• Only rows with no attribution at all (an empty model value) merge into an Unknown row. A real-but-unresolved ref keeps its own row with the raw value, so every model that consumed credits stays visible.
• The label column is HTML overlaid on the chart rows, since the ECharts axis cannot host icons or badges.

Open questions this MR exists to settle (blocking non-draft)

1. Design: logos vs the text-only precedent of the chat model dropdown (Slack thread with Diego and Brandon).
2. The logos import from their intended home, @gitlab/svgs/dist/illustrations/third-party-logos/{anthropic,openai}.svg, which does not ship them yet — the build is intentionally red until a gitlab-svgs contribution (with trademark review) lands. Ready-to-contribute sources below.

3. The catalog exposes hosting provider, not model family — a family field on aiChatAvailableModels would remove the name-inference heuristic here.
4. aiSelfHostedModels is admin-only; group owners (the dashboard's audience) cannot read it.
