Enforce versioned MCP method naming

What does this merge request do and why?

Adds Mcp/VersionedMethodNaming, an autocorrectable RuboCop cop that rejects legacy version-specific MCP method names such as perform_0_1_0 and build_variables_0_1_0. The MCP version dispatcher expects the v form, so legacy names can otherwise remain unreachable and silently fall back.

The change also fixes the existing add_branch service drift found during preflight by renaming perform_0_1_0 to perform_v0_1_0 and updating its specs.

The cop is enabled for the CE MCP tools tree and both current EE MCP tools layouts so future versioned methods are checked at authoring time.

Validation

  • Added focused RuboCop cop specs for perform_* and build_variables_*.
  • Verified the modified existing files matched upstream before creating the Community Fork commit.
  • Community Fork CI will be used as the integration gate for this Draft MR.
