Expose the Artifact Registry namespace UUID
What
Adds id to the ArtifactRegistry GraphQL type: Artifact Registry's UUID for the namespace mapped to the organization, read from the persisted mapping row. Follows the AR subgraph's ExposesElementId convention (an AR-native UUID as id, not a Global ID); the two mutations that build the type's payload (activate, the enable/disable condition mutations) populate it too. The two frontend documents that select this type pick up the field as well, behind @gl_introduced(version: "19.5.0").
Why
The artifactRegistryRole* mutations take this UUID as resourceId, and nothing customer-facing returned it. With this field the whole grant flow is one query plus one mutation on the same API.
The field exists to enable an API-only workflow: nothing in the frontend reads it. The frontend selects it only for Apollo cache normalization and the require-selections eslint rule, not for any logic. The @gl_introduced directive makes an older backend strip the selection instead of failing the whole query, which addresses the multiversion concern for a same-MR field addition and selection.
Note for reviewers: graphql-verify failures on this MR's earlier pipelines came from a master docs drift that hit unrelated MRs too (see !254868 (closed)). Master has since been fixed, and a fresh merged-result pipeline picks the fix up without any change to this branch.
