Fixes a small issue for Firefox 115.40.0esr (Part II)
This is a follow-up to Fixes a small issue for Firefox 115.4.0esr (!253919 - merged)
tl;dr: Adds an :empty fallback for a recently released esr 115.x verison
even we don't support it anymore.
The first MR did fix the problem, however Firefox drops the selector as we chained it together with the "unknown" selector which this version of Firefox cannot handle and therefore it drops the selector completely when rendering and it never applies.
