Specify low urgency of getPipelineDetails query

What does this MR do and why?

Specifies low urgency for the getPipelineDetails query. The GraphQL controller urgency is low already, but up until !218657 (merged) it was not possible to specify urgency at the query level.

This caused confusion and monitoring annoyance in #549069 (closed) before (e.g. this comment), and recently started reoccurring.

By setting the query urgency, Dedicated monitoring should not receive alerts for something that is not actually problematic.
