What does this MR do and why?

This MR integrates the edit API with DL.

Since the BE does not support updating resolved by and options , we are keeping them disabled here.

How to set up and validate locally

1. Open the Rails console and enable the feature flag with Feature.enable(:decision_log).
2. Open a work item that has at least one decision in its decision log. Open the decision log panel from the work item.
3. Open the actions menu on a decision card. Choose "Edit decision".
4. Confirm the decision text field and the "Decided by" field are both disabled.
5. Change the "Context" field or the "Why" field. Save the change. Confirm the card updates in place with no page reload.
6. Reload the page. Confirm the change was saved on the server.
7. Create a new decision with the "New decision" button. Fill in a source link. Save it. Confirm the saved decision shows a working "View source" link.
