What does this MR do?

Removes the owasp2025_vulnerability_filter feature flag now that OWASP Top 10 2025 grouping and filtering has been rolled out. The feature is now always available when advanced vulnerability management is enabled, matching the existing OWASP 2021 behavior.

Removes the flag YAML, the resolver validation gate, the frontend glFeatures check, the two push_frontend_feature_flag calls, and the flag-specific specs.
