What does this MR do and why?

Fix "New item" button flow on group work items list for CE (#603736 (closed))

On CE on the group work items list, clicking "New item" would not allow you to select a project. This is because the current behaviour only accounts for having the epics feature enabled and therefore show you the ability to create an epic.

How to set up and validate locally

  1. Run GDK in CE (with export FOSS_ONLY=1)
  2. Go to group work items list (e.g. http://127.0.0.1:3000/groups/flightjs/-/issues)
  3. Click on "New item" and check you can choose a project and create a work item
