Being collecting blob size metrics
What does this MR do?
We added a histogram metric for blob size in !25438 (merged), this MR enables the actual tracking of the metric by attempting to record it when the blob is instantiated.
(I'm aware that this isn't a unique size survey, but more an indicator of the data flowing through.)
