Start a new Duo code review when a merge request is pushed to

What does this MR do and why?

Updates the refresh service to check if auto_duo_code_review_on_push_enabled is enabled and then allows Duo to automatically review the merge request as long as Duo is assigned as a reviewer. This will also stop any in progress review workflows.
