Backport of Adjust docs following patches for "require a commit SHA for merge requests API"

What does this MR do and why?

Backports a docs change to reflect an engineering fix that was also backported to 19-3-stable-ee. The fix changed the default behavior, so it's important for the docs to reflect the current state and avoid customer confusion.

This backports doc/user/group/manage.md only and excludes the changes to the upgrade page (doc/update/versions/gitlab_19_changes.md). I excluded the upgrade page because it's more likely that an admin will use the version published on .com and not the versioned /help in their self-managed instance. But happy to add it in if reviewers disagree and think it's valuable to include as well.
