Fixes a small bug in forced-colors mode

What does this MR do and why?

Fixes a small issue in forced-colors mode (or WHCM) which shows an outline. Tailwind's outline-none adds a 2px transparent outline around the scroll area of the navigation which causes the outline to appear in WHCM.

How to set up and validate locally

1. Enable forced-colors mode in Chrome or use Windows in WHCM mode
   1. To enable forced colors in Chrome:
   2. Open Developer Tools
   3. Press `SHIFT + CMD + P
   4. Search for "forced-colors"
   5. Enable Emulate CSS forced-colors: active
