What does this MR do and why?

Defer project authorization workers on high WAL rate

  • Deferral based on default indicators resulted in a high deferral rate which delayed access_level updates, hence defer project authorizations worker on high WAL rate only.
  • The rollout is separate: defer_safety_net_auth_refresh_on_wal_rate for safety-net workers, defer_primary_auth_refresh_on_wal_rate for the primary refresh path.
