Add missing Secure Sidekiq changelog entry

What does this MR do?

Adds a changelog entry that was supposed to be added in !24340 (merged) (see comment).

The changelog describes the change to move Secure Sidekiq jobs from the Pipelines namespace to a new Secure namespace.
