Rename model selection label to Non-Agentic Code Review
What does this MR do and why?
Renames the model selection label for GitLab Duo Code Review from Code Review to Non-Agentic Code Review.
This should make it easier for users to understand the difference between this setting and the Agentic Code Review setting for Code Review Flow.
Additional context:
- This change follows some docs changes we made in Docs: clarify model selection for code review f... (!252361 - merged) to clarify that both code review features used the same model selection setting until 19.1.
- Note: the section we added to explain how to select a model for Code Review Flow in GitLab 19.0 or earlier remains the same. This MR does not update the setting referenced in that section because this UI text change only impacts GitLab 19.4 and later. The setting is still just Code Review for those older versions.
