Backport of Geo: Missing index on ci_job_artifact_states causes slow re-verification UPDATE queries
What does this MR do and why?
Backport of !251195 (merged) to 19-3-stable-ee.
Geo secondary sites re-verify job artifacts by querying ci_job_artifact_states for
rows with verification_state = 2 (succeeded) and the oldest verified_at. There was
no index covering this, so the re-verification UPDATE queries did full scans and
became very slow on sites with many artifacts (severity::2, priority::2).
This adds a partial index on verified_at WHERE verification_state = 2 via a
post-deployment migration. The table is Geo-only and empty on GitLab.com, so index
creation is instant there; the fix only benefits self-managed Geo installations.
