What does this MR do and why?

Add MTTR over time panel with title, tooltip, and severity filter (with url syncing) behind new feature flag on the organization, group, and project-level security dashboards.

How to set up and validate locally

  1. Enable organization_security_dashboard and security_dashboard_mttr_chart feature flags
  2. Go to organization (gdk.test:3000/o/default/-/security/dashboard), group and project level dashboards and validate there is an empty panel for MTTR over time chart.
