What does this MR do?

This is the final merge request for issue #194235 (closed)

The MR will:

Move the file environments_app_spec.js from karma testing to jest testing
Remove describe('methods', () ..) tests because they are duplicated in another test file: https://gitlab.com/gitlab-org/gitlab/-/blob/master/spec/frontend/environments/folder/environments_folder_view_spec.js#L144
Deletes the folder spec/javascripts/environments/ because there are no longer tests in this folder.
