What does this MR do and why?

Display custom emoji in emails (again)!

We haven't done this since 4300b228. Closes Custom emoji don't show in emails (#627687 - closed).

How to set up and validate locally

  1. Make a comment at a different user on your GDK with a custom emoji included.
  2. Check LetterOpener (/rails/letter_opener); it probably looks like the "Before" side above.
  3. Check this branch out.
  4. Restart your GDK, because it deserves fresh clothes.
  5. Repeat 1.
  6. Repeat 2: now it should look like the "After" side above.
