Fix markdown layout of incident issues

What does this MR do?

This MR fixes a markdown layout ~bug by adding a single newline to the markdown separate in the issue description.

I've noticed this ~bug when testing #200012 (comment 289344942) hence the Stuff that should Just Work label.
