Update rouge to v3.16.0

What does this MR do?

Update rouge so that https://gitlab.com/pastebinrun/pastebinrun/-/blob/master/src/routes/mod.rs could render as intended. Raw strings support was added in https://github.com/rouge-ruby/rouge/pull/1399.
