Top-bar and sidebar path helpers use organization_path: nil argument

What does this MR do and why?

Related to #608081, !249936 (merged), and !250507 (merged)

The path helpers (Rails and JavaScript) now accept an organization_path argument that can be set to nil to force using the global path helpers when outside of an isolated organization. We want to use this argument in the global menus so when navigating away from a non-isolated organization you do not get sent to the /o/<org-path> scoped version of the URL.

This MR updates the remaining global top-bar and sidebar path helpers to use organization_path: nil (organizationPath: null in JavaScript) argument.

How to set up and validate locally

  1. Go to /rails/features and enable ui_for_organizations, org_stage_experimental and org_stage_beta feature flags
  2. Go to /o/new and create an organization
  3. All links in the top-bar should not be org scoped
