What does this MR do and why?

Removes the mcp_tool_alias_resolution feature flag, making MCP tool alias resolution always active. The flag has been rolled out to 100% on production and is stable. When an agent stores a tool by a pre-rename alias, the system now always resolves it to the canonical name so the agent keeps access to the tool after a rename.

How to set up and validate locally

  1. Confirm the feature flag YAML no longer exists: 
    ls config/feature_flags/gitlab_com_derisk/mcp_tool_alias_resolution.yml
# should return "No such file or directory"
  2. Run the spec to verify alias resolution works without the flag: 
    bundle exec rspec ee/spec/services/ai/duo_workflows/mcp_config_service_spec.rb
