WIP: Fix broken license policy page

May abandon this MR since !25311 (merged) was reverted

What does this MR do?

This MR fixes the html data attribute mismatch between !24831 (merged) and !22465 (merged).

They landed very close to each other. When I did manual testing for !24831 (merged) I had not re-based with the most recent changes. MR seemed to be mergeable at the time as well.
