What does this MR do and why?

Bumps websocket-driver to 0.8.2 in the remaining lockfiles that were not updated in the initial fix for GHSA-2x63-gw47-w4mm.

Files updated:

• gems/gitlab-database-load_balancing/Gemfile.lock: 0.8.0 -> 0.8.2
• vendor/gems/microsoft_graph_mailer/Gemfile.lock: 0.7.5 -> 0.8.2

The main Gemfile.lock was already at 0.8.2.
