Pin Auto DevOps dind version to fix pull timeout

What does this MR do?

Pins the Docker-in-Docker service image to prevent random(?) build timouts, see gitlab-runner#6697 (closed)

We can consider unpinning as soon as upstream is fixed.

Our monitoring shows that Auto DevOps pipelines are still succeding (link for GitLab team members), but we seem to be seeing elevated cancellations.
