Pin PostgreSQL CI images to the latest versions

Stan Hu requested to merge sh-pin-postgresql-images into master

This should help avoid breaking changes made in the Docker images (such as #205820 (closed)).

We also ship PostgreSQL 10.12 with Omnibus, so use this.
