What does this MR do and why?

DORA daily metrics are never recalculated when an incident issue is deleted, leaving change failure rate and time to restore service permanently skewed. This MR adds an after_destroy hook to the DORA issue watcher so deleting an incident schedules a metrics refresh for the incident's created and closed dates.

How to set up and validate locally

  1. In a project with a production environment, create an incident, close it, and check the DORA change failure rate / time to restore service charts.
  2. Delete the incident.
  3. Verify the charts no longer include the deleted incident after Dora::DailyMetrics::RefreshWorker runs.
