Backport of Set SHA requirement to false on group creation if ancestor is not locked

What does this MR do and why?

This MR backports the already deployed changes from Set SHA requirement to false on group creation ... (!251669 - merged) into 19.3. This fix is a result of a customer-reported issue https://gitlab.com/gitlab-com/request-for-help/-/work_items/5229+ where enforcing the SHA on newly created groups causes customer automation to fail.

This MR treats the SHA enforcement on newly created groups as a bug that may cause breaking changes for automated workflows. It sets the default on group creation to false by default if no ancestor-group/admin enforcement is in place.
