Make merge request Reports tab badge count real reports
What does this MR do and why?
The badge was a hardcoded 3, a count of nav sections rather than of
data, so it read 3 even when no pipeline had run and the pane was
empty. The server now renders a - placeholder and a small Vue app
sets the real count from the merge request widget payload, which is
the same data the reports themselves load.
The widget, the reports tab and the tab count all fetch that payload
on mount, so fetchInitialData now shares an in-flight request and
the tab count adds no extra round trip.
