Added planning_view_table FF and some light scaffolding for Table View work.

How to set up and validate locally

Enable planning_view_table FF

  1. On work items page, within the Display Drawer, confirm the labelled view toggles are replaced by icon-only buttons, in this order: List, Table, Board.
  2. Click Table and confirm the area where the list or board normally renders shows "Table placeholder".
  3. Reload the page and confirm it stays on Table.
  4. Disable the table flag and reload. Confirm no table options present in view toggle.
