What does this MR do and why?
This MR changes the default mode from enforce to warn per the issue requirement that new policies should default to warn mode, allowing them to be observed before enforcing.
The Policy Store stores and returns mode but does not interpret it — mode routing (deciding whether to block, warn, or just log) is the caller's responsibility.
