Remove specific mention of GPG keys when rejecting an unsigned commit

What does this MR do and why?

Update message for rejecting a push of unsigned commits to not mention GPG keys only

Make the message state that the commit must be signed in general. This avoids misleading users into thinking that the repository specifically requires GPG keys, and does not accept SSH keys or X.509 certificate based signed commits.

How to set up and validate locally

  1. Create or modify a Premium/Ultimate project to have Settings > Repository > Push rules > "Reject unsigned commits" to be on
  2. From a clone of the project, make an unsigned commit git commit --no-gpg-sign -m 'test commit'
  3. Push to the GitLab repository git push origin branchname
  4. Observe the error message response from the git remote
