Fix work items list hanging after renaming a type

What does this MR do?

This MR fixes a bug in the work items list page. After a group renames its default work item type, the list gets stuck on a loading spinner when the user moves between the "All items" list and a saved view. The page now finds the renamed type by its stable id instead of its name, and it stops waiting forever if no type id can be found at all.

The group's Issue type is renamed to Bug. Both images show the same saved view, right after navigating to it from "All items". The item count loads in both. Only the list differs.

How to test

1. In a group's work item settings, rename the "Issue" work item type to something else, for example "Bug".
2. Open the group's work items list.
3. Click into a saved view.
4. Navigate back to "All items".
5. The list renders each time. Before this change, steps 3 and 4 left a spinner that never finished.
