Quarantine flaky owner_manages_runners_spec

Quarantines the whole spec file spec/features/groups/runners/owner_manages_runners_spec.rb at the file level on the outer RSpec.describe, because the flaky examples are it_behaves_like calls and quarantine metadata cannot be applied to shared examples.

The "pauses, resumes and deletes a runner" shared example intermittently fails at expect(page).not_to have_text 'Paused' after clicking Resume.

This is a stopgap to unblock pipelines, not a fix. The underlying issue stays open as the tracking anchor.
