Bump gitlab-labkit to 4.5.0 for new rate limiter metrics
What does this MR do and why?
Bumps gitlab-labkit from 4.4.1 to 4.5.0 in Gemfile, and regenerates Gemfile.lock and Gemfile.next.lock (version, DEPENDENCIES constraint, and CHECKSUMS sha256). No application code changes.
labkit 4.5.0 ships gitlab-org/ruby/gems/labkit-ruby!343 (merged), which splits the rate limiter's Prometheus instrumentation into two new counters:
