Backport of "Show "No available solution" message for CS when solution is empty"

What does this MR do and why?

Show "No available solution" message for CS whe... (!251118 - merged) is being backported because the container scanning analyzer was changed in gitlab-org/security-products/analyzers/container-scanning!3342 (merged) such that Container Scanning returns an empty solution when there is no fix. The UI hides the Remediation section in that case and this is unexpected for a customer.

This changes makes sure that for Container scanning vulnerabilities, we still show the Remediation section with a message "No available solution".
