Update broken links to Cloud Run for Anthos documentation

What does this MR do?

As a follow-up to #39462 (closed) and !23694 (merged), update some broken documentation links related to Cloud Run for Anthos.

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

Security
