Enable duo_cli_default_flow by default

What does this MR do and why?

Sets default_enabled: true for the duo_cli_default_flow feature flag, making Duo Developer the default flow in Duo CLI for Self-Managed and Dedicated instances starting with %19.4.

The flag has been fully rolled out on GitLab.com — enabled globally on dev, gstg, gstg-ref, pre and gprd — with no reported regressions.
