Set default true for the nuget_package_registry feature flag

What does this MR do?

Set the default to true for the nuget_package_registry feature flag.

This MR marks the end of the nuget MVC implementation and the availability of the Gitlab NuGet repository. See the epic &2271 (closed). See the docs: https://docs.gitlab.com/ee/user/packages/nuget_repository/index.html
