What does this MR do and why?

This MR addresses two non-blocking follow-ups deferred from the get_work_item MR review, tracked by terri's issue:

  1. Shortens the get_work_item uniform not-found message to Work item not found or inaccessible., exactly as specified in the issue. update_work_item's identical copy is deliberately left untouched, since !249875 (merged) unifies not-found wordings globally.
  2. Reformats read_only_tool_names and read_only_alias_names in ee/spec/services/ai/duo_workflows/mcp_config_service_spec.rb into alphabetical one-per-line lists, so concurrent tool MRs stop conflicting on the same lines — each of the last three tool merges broke every open tool MR through this file. The alias list stays separate from the tool list because the claim-tool mapping in the same spec consumes tool names only.

  • ee/spec/services/ai/duo_workflows/mcp_config_service_spec.rb + spec/services/mcp/tools/work_items/get_work_item_tool_spec.rb: 116 examples, 0 failures; RuboCop clean.
  • Process note: this branch was authored through the Commits API because gitlab.com's git-over-HTTPS plane is currently load-shedding (production incident territory); the changes were verified locally against a master-equivalent file overlay.
