Render commit title references in commit list

What does this MR do and why?

The commit list page (Code > Commits) was recently moved from HAML to Vue. In the new version, references in commit titles are no longer rendered as links. For example, with the YouTrack integration enabled, a commit titled "PROJ-123: Fix something" shows "PROJ-123" as plain text, while the single-commit page and the activity feed link it correctly. The root cause is that the Vue component rendered the raw commit.title string instead of the GFM-rendered titleHtml, which was already fetched by the GraphQL query but not used.

This MR renders commit.titleHtml through the v-safe-html directive (sanitized with DOMPurify), following the same pattern already used in commit_info.vue and the repository table row. It also fixes the expand/collapse button's accessible-label, which was receiving the HTML version of the title; it now gets the plain title.

How to set up and validate locally

  1. Enable an external issue tracker integration (for example YouTrack or Jira) on a project.
  2. Create a commit with a title containing a reference like PROJ-123: Fix something.
  3. Go to Code > Commits and verify PROJ-123 in the commit title is a link to the external tracker.
  4. Also create a commit whose title references a GitLab issue and verify the reference renders as a link.
