Add Copy session ID button to classic Duo Chat

What does this MR do and why?

Adds a copy session ID button, via ellipsis menu, to the non-agnetic chat mirroring the agentic chat experience. Having the session ID is useful for debugging. UX is generally the same as agentic chat but the button is in the main header, as there is no second row.

How to set up and validate locally

  1. Open the Duo panel and toggle Agentic mode off so classic Duo Chat is active.
  2. Send a message to create a thread so a session exists.
  3. Open the kebab menu in the panel header and confirm "Copy Chat Session ID" appears with the numeric thread id.
  4. Hover the item with the mouse, confirm it highlights, then click and confirm the ID lands on the clipboard with a "Session ID copied to clipboard" toast.
  5. Switch to the classic chat history list and confirm the menu is hidden.
  6. Toggle Agentic mode on and confirm its session ID menu still works as before.
