Automatically compile vendor DLLs on-demand and enable in CI

Updates the vendor DLL configuration to compile on-demand when running webpack with WEBPACK_VENDOR_DLL=1

This also enables WEBPACK_VENDOR_DLL within our compile-assets CI jobs
