Add feature_category to Gitlab::Diff specs

What does this MR do and why?

Adds feature_category: :code_review_workflow to 23 spec files in spec/lib/gitlab/diff/ and removes them from the RuboCop exclusion list (.rubocop_todo/rspec/feature_category.yml).

These specs test diff-related functionality used primarily in merge request code review workflows, including:

  • Diff positioning and tracing for MR comments
  • Inline diff highlighting and formatting
  • Suggestions parsing and rendering
  • File collection handling for MR diffs

This is part of ongoing work to reduce the RuboCop todo list for the RSpec/FeatureCategory cop.
