Add Package Registry settings to admin CI/CD settings

What does this MR do?

Adds a Package Registry settings block to the Admin CI/CD settings page that will contain the first configurable setting for forwarding NPM Registry requests to npmjs.org. This is part of a series of merge requests for #55344 (closed).
