What does this MR do and why?
Backport of Gate tracked ref filter on advanced vulnerabili... (!250938 - merged)
This makes sure we don't show the Tracked ref token on the Project Vulnerability Report if a customer does not have advanced search enabled. Filtered by tracked ref, i.e. vulnerabilities across contexts, requires advanced search in the backend and the frontend did not have this guard.
This causes the Project Vulnerability Report do not load for Self-Managed customers who don't have advanced search (Elasticsearch) configured. The MR fixes it by guarding the token with the advanced vulnerability management ability, which other tokens like Reachability have successfully used before. When the tracked ref filter is not applied, loading of the vulnerabilities falls back to Postgres.

e2e:test-on-omnibus-eejob has succeeded, or if it has failed, investigate the failures. If you determine the failures are unrelated, you may proceed. If you need assistance investigating, request help in the #s_developer_experience Slack channel to confirm the failures are unrelated to the merge request.
