Move pipeline docs to `ci/pipelines` folder

What does this MR do?

The pipelines docs are under user/project but should be together with the rest of the CI docs.

They also don't have an index.md file, which breaks the docs site breadcrumbs. This change adds an index.md file in the newly created folder.
