Close blocked issue warning - Issue page bottom

What does this MR do?

When attempting to close a blocked issue using the bottom Close issue button, a warning displays to confirm or cancel closing the issue.

Feature :prevent_closing_blocked_issues needs to be enabled.

Two use cases are covered by this MR: Issue reported by current user and issue reported by another user. Page top close button is different in these two cases.
