Export debug report as job artifact in secret_detection job

What does this MR do and why?

This MR exports debug report as a job artifact of secret_detection job. The debug report is written and available for export only when SECRET_DETECTION_GSS_DEBUG_REPORT: 'true'. If the CI var is not-defined/false, a warning message about the missing debug report will logged without impacting the status/behavior of the job.
